(AP) ? A Syrian activist group says a 10-day government assault on a suburb of the capital Damascus has left dozens dead, hundreds more wounded, and caused a major new humanitarian crisis.

The Britain-based Syrian Observatory for Human Rights said in a report Saturday that the current campaign is the worst of several assaults on Douma, a hotbed of dissent, since the uprising against President Bashar Assad began in March last year.

The Observatory says residents suffer from daily shelling as well as shortages of food, electricity and running water.

Troops loyal to Assad are strong in central Damascus, but have battled to control the ring of suburbs and settlements in the surrounding countryside. The army launches frequent offensives into the suburbs only to see them slip back into rebel control.

(AP) ? Victoria Justice recently dropped a soundtrack for her hit Nickelodeon series "Victorious," but she's also in the process of developing her own sound as a solo act.

"I want to write music that's going to appeal to everyone," Justice said in a recent interview. "As far as production, I don't think I've quite found my sound yet ... I want to work with producers who are unique and have a different sound."

Justice, 19, says she's unsure when she'll release her own material, but "Victorious 2.0" ? the show's second soundtrack ? debuted at No. 18 on the Billboard charts this month. Justice co-wrote some of the tracks, which also features her cast mates, and said making music for the show is helping her grow as an artist.

Currently in its third season, "Victorious" airs Saturdays. She said despite the show's young nature, the soundtrack is for all ages.

"It's just not kids' music. A lot of the lyrics are actually smart and sophisticated," she said.

The entertainer said her musical influences range from Britney Spears to Carole King. The teen only had six days off last year, and her schedule will get even busier when she launches her tour Aug. 2 in Costa Mesa, Calif. It wraps up Sept. 14 in Allegan, Mich.

"I want my sound to be different from the music that's been on 'Victorious,'" she said. "I want there to be a distinction between 'Victorious' songs and Victoria Justice songs."

Justice will expand her brand when she appears opposite Chelsea Handler and Johnny Knoxville in the film "Fun Size," the directorial debut by "Gossip Girl" and "The O.C." creator Josh Schwartz.

In the film, Justice's character hopes to attend New York University, but in real life she says she doesn't have plans to go to college.

"To be honest, with you I'm so busy," she said. "I don't have any time to think about college right now. I feel like maybe down the road I might take online college courses in subjects I'm interested in like English and psychology."

The film is in theaters Oct. 26.

Foursquare Connected App platform lets other apps interact with check ins

It turns out Foursquare's massive 5.0 revamp was just the start of the changes, as the location sharing app unveiled a new twist with the launch its Connected Apps platform. Available as a developer preview, it lets the makers of apps like Untappd, Instagram or The Weather Channel connect directly with the Foursquare app. Many apps were already connected via the API, and once users upgrade to the latest version on Android or iOS their checkins pull information from those apps into Foursquare itself. That means they get things like the weather forecast on their first check in of the day from The Weather Channel, see what songs their friends have shared at a particular location via Soundtracking or beer recommendations from Untappd. Developers can get all the info on how it works at the overview, the rest of us can see the list of enabled apps on the official blog post.

Goldman Sachs puts the value of Apple's iPhone and iPad customer base at nearly $295 billion

FORTUNE -- According to Goldman Sachs' Bill Shope, Wall Street tends to view Apple (AAPL) as a hardware company that is only as valuable as its next hit product -- as if its famously loyal iPhone and iPad customers or its unusually sticky iOS software platform were worth nothing.

So he conducted a two-part study to try to put a price on those intangibles.

First he calculated the cost of switching from iOS to a competing platform -- Google's (GOOG) Android, say.

Then he conducted a survey of 1,000 iPhone and iPad customers to find out how much of a discount a competing product would have to offer before those customers would consider switching.

He reported his findings in a note to clients Friday. The key takeaways:

  • iOS users are a loyal bunch. 94% are likely or highly likely to stick with Apple for their next smartphone or tablet. More than one in five said there isn't a discount high enough to persuade them to switch.
  • It costs a lot to switch. The explicit switching cost (to replace music, apps, etc.) comes to an average of $122 to $301 per device. The implicit switching costs (the "pain in the neck factor," losing Apple's better-than-average customer service, etc.) make the platform even stickier.
  • Installed base matters. Shope estimates that by Saturday (when Apple's third fiscal quarter ends), the installed base of iOS units will exceed 281 million, up 72% from the same quarter last year. Using a blended average selling price reduced by Apple's gross margin, platform erosion etc., he calculates that the lifetime value to Apple of each iOS customer is $1,053.
  • Apple's greatest value is its customer base.?Multiplying 281 million by $1,053, Shope gets a value for Apple's installed base of roughly $295 billion. That's about 55% of Apple's current market capitalization. And that, he adds, "is before taking into consideration Apple's $110 billion cash balance, the rapid growth of the installed base, the value of the Macintosh and traditional iPod businesses, and the related content, services and peripherals streams."

There are risks, Shope writes, that the value of the platform will decrease significantly in the future, among them failure to innovate, regulatory scrutiny, market saturation, platform competition and a deterioration of switching costs. But he adds that these risks "are more than captured in Apple's currently discounted valuation."

Apple remains Goldman Sachs' (GS) top pick in the sector with a 12-month target price of $850. It closed Thursday at $569.05.

Deft, Netherlands-based IKEA plans to invest $1.9 billion to open up 25 stores in India, according to the Associated Press. The company will open the new stores?its first-ever to open in the country?through a wholly owned subsidiary. Following India?s regulations for foreign companies, IKEA will source at least 30 percent of its products from small Indian industries and artisans. The retailer already has 70 suppliers and 1,450 sub-suppliers in India, which include many small industries.

Duplicate spending on US veterans' care costs billions

ScienceDaily (June 26, 2012) ? A new study published June 26 in the Journal of the American Medical Association (JAMA) found that the federal government made about $13 billion in duplicative payments to provide health-care services to veterans who were simultaneously enrolled in Medicare Advantage plans from 2004-2009.

The study was conducted by researchers at Brown University, VA Palo Alto Medical Center and the Institute for Population Health Improvement at UC Davis Health System.

Some veterans are entitled to health-care coverage through both the U.S. Department of Veterans Affairs Health Care System and Medicare. But under current law, the federal government often ends up paying twice for care of veterans when they are also enrolled in Medicare Advantage managed-care plans. And with the growing popularity of Medicare Advantage plans among all seniors, including veterans, the annual duplicative costs are rising. Nearly 30 percent of Medicare beneficiaries are now enrolled in Medicare Advantage plans.

"These 'dual eligible' veterans earned the right to receive care through both VA and Medicare, but that does not mean that the government has to pay twice for their care," said Kenneth W. Kizer, a former VA Under Secretary for Health and now a professor and director of the Institute for Population Health Improvement at the University of California, Davis, Health System. "The problem could be fixed without reducing benefits to veterans.

"Duplicative costs occur because of way the federal government pays for Medicare Advantage services for veterans, not because veterans are receiving unnecessary care or doing anything wrong," he added.

Veterans who are disabled or over age 65 and have been paying into the Medicare program are eligible for Medicare just like any other American. Veterans who live far from a VA hospital or clinic may especially rely on Medicare coverage for acute or emergency care. But unlike the traditional Medicare fee-for-service program, Medicare Advantage plans are paid in advance to provide all needed care for the beneficiary. If the person enrolled in the Medicare Advantage plan then gets his or her medical care in another federal health plan such as the VA, it means that the federal government has paid twice for care of the same person. Most of the Medicare Advantage plans are for-profit health plans.

To assess duplicative costs, the researchers conducted a comprehensive review of VA and Medicare records for more than 1 million veterans over a 6-year period. The researchers found that 61 percent of doubly-covered veterans used both VA and Medicare Advantage coverage, with 10 percent of dual-eligible veterans receiving all their health care from the VA. That is, 10 percent of these dual eligible veterans received all their health care from the VA despite Medicare paying the Medicare Advantage plan to provide those services. About 4 percent of the dual-eligible veterans sought no care from Medicare Advantage or the VA, and 35 percent used Medicare only.

The number of veterans doubly covered by Medicare Advantage and the VA has risen nearly 53 percent in recent years, from 485,651 in 2004 to 924,792 in 2009. The yearly federal spending in the VA for these dual-eligible veterans rose from $1.3 billion in 2004 to $3.2 billion in 2009. The costs to take care of Medicare Advantage beneficiaries now amounts to 10 percent of the VA's budget for medical care.

But Kizer believes the government can eliminate the duplicative spending without reducing care for veterans by changing the way that Medicare Advantage payment rates are calculated or by changing the law so that the VA could bill Medicare Advantage plans for care that it provides to veterans, as is currently the case with private insurance plans. While the VA may bill private insurers, the law does not allow VA to bill Medicare or Medicare Advantage plans.

"In light of the severe financial pressure facing the Medicare program, policymakers should take steps to identify and eliminate redundant expenditures such as found in this study," Kizer said.

In addition to Kizer, the study's other authors include Amal Trivedi, Regina Grebla, Lan Jiang and Vincent Mor at the Providence VA Medical Center and Jean Yoon at the VA Palo Alto Medical Center.

The research was supported by the U.S. Department of Veterans Affairs, Veterans Health Administration, Office of Research and Development, Health Services Research and Development Service, and the National Institute of Aging (5RC1AG036158).

ScienceDaily (June 26, 2012) ? Scientists from the University of Barcelona (UB) in collaboration with a multidisciplinary team from the Spanish National Research Council (CSIC) has discovered a mechanism that prevents alterations in neurogenesis, the process of neuronal formation, during the development of the nervous system in vertebrates. The study, published in the journal Development, relates these distortions to the natural presence of a molecule that inhibits the neuronal formation at the regions adjacent to the tissue suitable for neurogenesis.

Through a theoretical and computational analysis of the retina, scientists have found that lateral inhibition, a process that regulates the generation of neurons in the central nervous system, undergoes alterations at the neurogenic wavefront (i.e. the edge between the regions that generate neurons and the adjacent areas, where neurogenesis has not yet begun).

"The study shows that the absence of the Delta molecule at the adjacent regions reduces the robustness of the neurogenic process, often resulting in an increased production of neurons or in the presence of morphological alterations of the wavefront. These alterations could be catastrophic for the proper development of the nervous system," explains Jos? Mar?a Frade, researcher from the CSIC, at the Cajal Institute.

Lateral inhibition during embryonic development aims to control the amount of neurons that are formed. It consists in cells that inhibit other neighbouring cells, promoting neuronal differentiation. "Neuronal precursor cells expressing high levels of Delta induce inhibitory signals in neighbouring cells. These inhibitory signals reduce the capacity of these cells to express Delta itself and, in turn, facilitate the differentiation of the high Delta-expressing precursors. Thus, the massive generation of neurons is avoided and the orderly production of different types of neurons necessary for brain function is facilitated," explains researcher from the CSIC Sa?l Ares, who works at the Spanish National Biotechnology Centre.

Previous theoretical studies suggested that the lateral inhibition process can be altered at the neurogenic edges. "However, the importance of this inhibition process had not been appropriately acknowledged. Our study demonstrates the relevance of Delta expression ahead of the neurogenic wavefront, provides predictions and explains developmental alterations resulting from the absence of Delta. It also represents a breakthrough in the theoretical field because it formulates a front propagation mechanism based on self-regulatory mechanisms," points out Marta Iba?es, researcher from the UB.

According to researchers, this study provides a new concept that will attract the attention of neurobiologists who work both in the development of the nervous system and in several pathologies derived from neuronal development.

(AP) ? A U.S. Drug Enforcement Administration agent who killed a suspected drug trafficker during a raid in a remote region of Honduras was part of an aggressive new enforcement strategy that started in April and in little more than two months has caught more than half the number of illegal drug flights intercepted previously over 18 months.

The mission, called Operation Anvil, is run with six U.S. State Department helicopters that were moved from Guatemala to northern Honduras as well as a special team of DEA agents who work with Honduran police to move more quickly and pursue suspicious flights, according to a U.S. official in Honduras who couldn't be named for security reasons.

With the new operation, Honduran and U.S. drug agents follow every flight they detect of unknown origin and work with non-U.S. contract pilots that don't have the restrictions on rules of engagement that the U.S. military do.

The area of Brus Laguna, where the DEA says an agent shot a drug suspect as he was reaching for his gun Saturday, is part of the remote Mosquitia region that is dotted with clandestine airstrips and a vast network of rivers for carrying drugs to the coast.

Saturday's incident marked the first time that a DEA agent has killed someone in Central America since the agency began deploying specially trained agents several years ago to accompany local law enforcement personnel on all types of drug raids throughout the region, said DEA spokeswoman Dawn Dearden. Operation Anvil targets illicit flights.

A May 11 raid by Honduran police with DEA advisers also under Operation Anvil killed four people and wounded four others, whom locals said were innocent civilians traveling the river at night. Honduran and DEA officials have said the boat fired first and they were acting in self-defense. The DEA said none of its agents fired their guns in that incident.

Operation Anvil also netted cocaine shipments on May 6 in the Mosquitia and June 13 in Olancho state, totaling more three quarters of a ton of cocaine in about two months.

The Hondurans and the DEA have intercepted four flights under the operation in little more than two months. That compares with seven flights from mid-2010 to the end of 2011. The U.S. official said there are about 100 flights of suspicious origin coming into Honduras every year. Authorities are notified of them by U.S. Department of Defense air trackers nearly every couple days.

The weekend raid was a "great example of positive U.S.-Honduran cooperation," said U.S. Embassy spokesman Stephen Posivak in Tegucigalpa.

The official said the new operation could become a model for the region.

"It's because of what we're doing with the new assets," he said. "We have a dedicated team there 24-7... They're here for a period of time to see how effective they are."

But the aggressive tactics have come under fire from human rights groups and some political interests in Washington, especially since the May 11 attack.

The Committee of Relatives of the Disappeared in Honduras filed a complaint in May with the regional prosecutor in the Gracia a Dios region where the attack occurred, claiming human rights violations by Honduran and U.S. authorities. The group's investigation concluded that the dead and wounded were innocent civilians.

American University anthropology professor Adrienne Pine sent a letter signed by 40 Honduran scholars and former government officials, and supported by 300 academics in 29 countries, to President Barack Obama and Secretary of State Hillary Clinton earlier this month, demanding the U.S. cease support for the Honduran military and police.

"It's really troubling," Pine said Sunday. "It's absolutely not appropriate for U.S. law enforcement to be killing other people in other countries."

Operation Anvil is part of an overall increase in U.S. efforts in Honduras as drug trafficking and murder rates have spiked in the last year or so. With 82 murders per 100,000 people, the U.N. lists Honduras as the most dangerous country in the world. Its national police force is ripe with corruption, with some calling it one of country's main organized crime operations.

Since international crackdowns on drug trafficking began in Mexico and the Caribbean, Central America has become the crossing point for 84 percent of all U.S.-bound cocaine, according to statistics compiled by Joint Task Force-Bravo, a U.S. military installation in Comayagua, Honduras.

Non-commercial air and sea shipments of cocaine to Honduras have risen dramatically since 2006, when less than 10 percent of the U.S.-bound cocaine went through the country then. By 2011 the portion had jumped to more than 30 percent. Honduras has been the main landing point for such drug flights from South America since 2009.

The U.S. is nearly doubling its DEA personnel in Tegucigalpa from four to seven, the U.S. official said. Another eight to 10 agents are stationed in the north as part of the Foreign-deployed Advisory Support Teams, known as FAST, to train Hondurans and work on the State Department helicopters. The U.S. also recently established a full Narcotics Affairs Section in the embassy for the first time and is seeking its first extradition of an accused Honduran drug lord, Carlos Arnoldo Lobo, under a constitutional amendment passed by Honduras in January allowing its nationals to be extradited to the U.S.

The U.S. Embassy could not immediately say how much more is being spent in Honduras as a result, as a lot of the funds come from the Central America Regional Security Initiative, about $100 million a year for efforts across the region. The state helicopters, for example, are an official allocation to Guatemala even though they're now working in Honduras.

U.S. officials, including with the DEA, have done background checks and have trained 42 Honduran national police to work on drug-trafficking cases alongside DEA agents and U.S. military at Joint Task Force-Bravo.

Until April, the DEA and Hondurans had relied mainly on Joint Task Force-Bravo helicopters to chase illicit flights. But because of the rules of engagement for the U.S. military in Honduras, they could only fire back to protect themselves and their equipment and not the DEA or Honduran police who can come under fire in the field.

"These helicopters are different in that they're not U.S. pilots and they have the ability to fire in self-defense and in the protection of ground elements, where JTF Bravo, they're limited in rules of engagement," the U.S. official said.

The weekend's operation occurred around 12:30 a.m., when a U.S. agent and Honduran National Police arrested four suspects and seized 792 pounds (360 kilograms) of cocaine, Posivak said. He said six other people were arrested later on suspicion of aiding the smuggling operation.

The incident took place about 12 miles (20 kilometers) away from Ahuas, the site of the May 11 shooting, according to Ahuas mayor Lucio Baquedano. No one from the town was involved, Baquedano said, adding that at least 11 clandestine airstrips sit between Ahuas and Brus Laguna.

The operation was similar to the May 11 raid, according to another U.S. official who wasn't authorized to speak on the record. The previous operation involved four helicopters, two in the air and two that landed, and included Guatemalan contract pilots and Honduran police and military, with the DEA working as advisors.

The helicopters tracking the flight early Saturday saw about 40 people transporting drugs from the plane, the official said. They were intercepted by law enforcement about a half mile from the landing strip, where the seizure, arrests and shooting took place. Most of the 40 people scattered.

The DEA said it would not release the name of the agent who killed the suspect.

"During the operation, a fifth suspect attempted to engage the police team with a firearm and was shot by a DEA agent in self-defense," Posivak said. "The suspect subsequently died at the scene. There were no other injuries or fatalities."

Ministry of Security spokesman Ivan Mejia said Sunday that that the Honduran government has sent police, a judge, a prosecutor and medical examiners to the scene to investigate.

Investigations also continue into the May 11 Ahuas shooting, with confusion remaining about what actually happened.
